For whatever related reasons or COTM dispute that seemed to upset him, No you cannot pull your clan out of the League if you are still doing preps- or else how am I going to award or deduct points from your opponents?
 
So answer the original question, yes you can pull your clan out of the CWL under the following circumstances
Close Undertake never to do preps ever again Have all your preps marked as "no publicity"
