The first one pretty much set the foundation, the goal of the first and second 'Waves' were to create an artificial LPC scene ie made to specification to lay the foundation for the next few years so a constant rotation of LPCs could feed the higher levelled clans.
Before the first wave, there was ZERO low levelled clans so it was a blank slate. The first one spawned Zu and SUP as obvious success stories but eventually that started to taper off a bit and whilst there were new clans being created based off this (LT, DR etc), not enough (good) new clans were created to stabilise the entire scene for any significant amount of time.
The second consisted of Olympus as the standout and a bunch of others which when combined with the remnants of the previous set of LPCs put the scene in a position that artificially guiding the scene was no longer needed.
This meant new clans were starting to grow organically and essentially create a new golden age for low level clans with Doom, Imperial etc kicking that off. Slaughter, Rage, Ruin, Envy etc are great clans and a testament to how well the entire LPC push worked.
Right now, without any 'outside interference', low level clans are opening often and doing really well, which I directly attribute to the first couple of LPC clans on 07.
To conclude, I'd have to say the first two waves were the most important and set the foundation. The most recent clans (Imperial, Doom) helped build on that and now we have had a flourishing LPC scene for the best part of 2 years, which has created an upward activity surge for pure clanning as a whole. The current LPCs are doing a good job of carrying the standard and imo it's only up from here.

I don't why LPCs really even want to go to MPC at all doesn't make any sense to me. I think the LPCs just need to chill and have fun not push combat so fast. I'm sorry but none of these clans can make in the MPC scene. You guys just made these clans and already have a topic about which one can move up. Chill and build up the LPC scene, try to build a good healthy scene. People try to move up to MPC and not do good at all then make everyone in their clan make new accounts for a LPC then repeat the cycle why not do the smart thing and stay as a LPC? Break the cycle and just stay a LPC and realize you aren't going to make it if you move up.
Get to 50-55ish cb and then stop training and just pk/get better as a clan.
