Honestly do not think it will work, on the way to the HPC scene the LPC clan will lose too many members. People will quit, people cba to fully max out, get defence and be 100 combat. The step between LPC > HPC is too big. Also I do not see any LPC competing with clans, maybe in the wilderness. But matched wise, all the HPC clans are really close to each other.
