This would never work. Let this be a lesson as to why more regulations (rules) are not always better. The best way to solve any of these issues is to stop caring so much. Set preps at a point value and set fullouts at a different value. If you want to reward certain opt counts, then go for it (I wouldn't). Tally them up at the end of the month to find the winner. If clans want to pay each other 10-40M to throw preps for a 3/10 signature, then let them. The entire declaration system is a pile of trash. Getting COTM points for a fight that didn't take places makes zero sense.

Unbiased opinion: you should completely scrap the existing system.
