Not allowed. They are "high level pures" even without the defence.

 

You can still get 99 prayer, but you would have to stay 60 attack, which would cap at 88.

As long as there isn't any black/mith/addy, however the recommendation is 88 combat. Those wanting to be 99 atk/pray pretty much do that at their own risk, because a majority of the clan would be in the 80-88 combat range.
