I went Elder in NME while they were still pulling high 60s in a rivalry with EOP. Never even touched a clan on osrs, so I wasn't in Epidemic. I don't think you can set an avatar until you reach a certain amount of post count. 5 posts in a 24 hour period to combat spammers/troll accounts I believe.
